NORTH PORT — When taxpayers voted favorably to break the city into five districts, they weren’t told how much it would cost, what it meant for their neighborhoods, or other details that likely will change how candidates can run for a commission seat.

The charter amendment passed Nov. 6 by 56.6 percent, or 12,131 votes. The change divides the city into five districts, with one commissioner required to live in each district. A commission candidate will have to live in the district for one year in order to qualify to run, but still will be elected in a citywide election. The change takes effect in 2016.
